Weed mat is fine for paths tends to fray on the edges and break down in sunlight cover it well and it works ok.
Is weed mat worth it.
The thickness of mulch on top of the weed will be more important than an extra layer of mat and even with a mat and a thick layer of mulch you still have to deal with seeds that blow in or from animal droppings.
Worth having or a waste of time.

Carpet used to be ok but keep in mind wool natural fibres break down and eventually become part of the soil.
Every time they see a weed they pull it out and after a while you may be amazed at how easy it is to stay on top of them apparently.

I ve been a garden landscaper for years and yes if people want to use newspapers it will somewhat work.
So you know though down here in south australia we use geo textile fabric.
It s pretty much full proof.
Other areas are done with 6 or 8 sheets of newspapers and a handful of blood and bone under that if it s a flower garden.
A nice redgum mulch on top lasts a while.
Available from any decent sand and metal yards landscape supply yards.
In the veggie garden we used newspapers and decomposed granite but the weeds still come up in that.
In some areas we used weed mat and i don t think it was worth it.
