This might look better if a taller base was used.
I can just about guarantee you that if you put the baseboards on above both floors and had a blindingly obvious difference in baseboard height at the change in flooring.

I would install the base on the lowest elevation floor first then trim the bottom off the base that covers flooring at higher elevations.

With another piece of trim you need to cut the top off at an angle so that the lower floor height is equal to your trim size and the other side matches the corner.
